The New Measures for Housing have already been Enacted

The decree of law presented by the Government a few weeks ago was promulgated by the President of the Republic last Monday, March 20, in view of the worsening economic and social situation, although he regrets that they are no longer extended, namely through tax means, to cover other equally difficult situations.

So what do these new measures consist of? BUYME explains step by step what you can count on from now on:
Thus, the diplomas of extraordinary support to families for the payment of rent and interest subsidy for families with a significant effort rate or with a very significant worsening in mortgage loans, following the rise in interest rates, have been enacted. These two measures are part of the package that the Government proposed a month ago to boost the housing market, with most support still dependent on the public consultation that was extended until the end of this week. The remaining measures will be approved at the Council of Ministers next week and they are:
Measure to increase the supply of housing properties:

  • Convert the use of commercial properties or services for residential use;
  • Make state properties available under the CDH (Housing Development Agreement) regime;

Measure to simplify licensing processes:

  • Licensing with a term of responsibility of the designers;
  • Interest on arrears for non-compliance with licensing deadlines;

Measure to increase the number of houses on the rental market:

  • Strengthen landlords’ confidence;
  • The State leases to sublease;
  • The State guarantees payment after three months of non-compliance, proceeding with collection, support or eviction;

Measure to increase the public offer:

  • Apply capital gains exemption on real estate sales to the state;

Measure to promote affordable renting:

  • Financing for municipalities to carry out coercive works;
  • Incentive to transfer housing from houses in local housing;
  • Mandatory lease of vacant houses;
  • Tax exemption for affordable renting;

To combat speculation

  • End of golden visas;
  • Fair income guarantee on new contracts;

To protect families

  • Exemption from capital gains for the amortization of housing loans for the owner and descendants;
  • In housing loans, apply the obligation for banks to offer a fixed rate and protection against interest rate increases in the value of rents;
